The Chief’s Chief: Sustaining Leadership Bandwidth on Capitol Hill
By
Dr. Kimberly McClain
Leading in Congress today means more than managing the next vote or press release. Members and Chiefs of Staff are operating in one of the most complex leadership environments in American life — balancing governance, representation, and political engagement, often with shrinking bandwidth and expanding expectations.
As a former Chief of Staff in the U.S. House of Representatives, I understand the reality: Your committee calendar doesn’t slow down because of district demands, and your inbox doesn’t wait for strategy time.
And yet, the most effective congressional offices — the ones that consistently deliver results, stability, and impact — have one thing in common: They lead from the 30,000-foot view.
What Congressional Leadership Really Looks Like
Members of Congress essentially hold three jobs:
Their “day job”: advancing legislative and committee priorities.
Their “night job”: pursuing the issues and passions that define their personal mission.
Their “always-on job”: leading an organization that never stops — from D.C. to the district.
Chiefs of Staff manage this ecosystem daily: driving priorities, managing personnel, coordinating with external partners, and maintaining compliance across official and political spheres.
But even the strongest Chiefs need room to think, calibrate, and breathe.
That’s where TMG Strategic Advisors comes in.
Our Role: The 30,000-Foot Partner for Chiefs and Members
At TMG Strategic Advisors, we provide confidential, nonpartisan leadership advisory support for Members of Congress and Chiefs of Staff.
Our work helps offices: ✅ Sustain the 30,000-foot view while managing constant tactical demands ✅ Strengthen leadership systems and team performance ✅ Align official, political, and public engagement priorities ✅ Maintain ethical and operational boundaries across roles
In short, we help congressional leaders operate with clarity, precision, and confidence in high-stakes environments.
About My Journey
Before founding TMG, I served as:
Assistant Secretary for Congressional and Intergovernmental Relations (HUD) (Senate-confirmed)
Deputy Assistant Secretary for Congressional and Legislative Affairs (VA)
Director for Congressional Strategy (DoD)
Chief of Staff in the U.S. House of Representatives
C-suite and senior consulting roles in the private sector, advising Fortune 500 companies and global advisory firms
Across 34 years of public service and executive leadership — including 17 years in government affairs and 30 years in the U.S. Air Force Reserve — I’ve seen how strategic clarity separates good leaders from great ones.
That’s the foundation of The Chief’s Chief concept: helping the people who lead others, lead better.
